Burnley Council adopts Marshal Eye to simplify fire evacuation planning and improve floor-level clarity across Burnley Town Hall.

We’re delighted to announce that Burnley Council is the first local authority to adopt Marshal Eye. For us, this is a real red-letter day, and the team is excited to be supporting such a forward-thinking council with their commitment to strengthening incident response.

A Modern Workforce Needs a Modern Solution

Like many councils across the UK, Burnley has adopted family-friendly work patterns, flexible arrangements, and hybrid working models. While these are hugely positive for staff wellbeing, they also create new challenges particularly when it comes to ensuring a full fire evacuation team is available on site at any given time.

Marshal Eye directly solves this problem by enabling staff to toggle in and out of the building, giving real-time visibility of who is present and who is available to take on critical roles. This allows Burnley Council to maintain a reliable incident response structure, even when onsite numbers naturally vary throughout the week.

Supporting Large and Complex Buildings

Burnley Town Hall is a complex building with ambiguous floor levels, as shown in our planning images. The front elevation and rear elevation present different apparent floor counts, which has historically created challenges for clear sweep instructions and role allocation.

Marshal Eye removes this ambiguity entirely.

When staff claim tasks within the app, photos and labels attached to each sweep zone make it instantly clear which exact floor or area they are responsible for. This visual clarity eliminates confusion and ensures a confident, coordinated evacuation.

Enhanced First-Aider Sourcing Across a Large Site

Burnley Council also recognised the importance of locating a first aider quickly in what is a large, multi-level building. Marshal Eye’s critical alerting allows the nearest trained staff member, wherever they are in the building to be identified and notified instantly.

This ensures that when a first-aid incident happens, help is not just available, but rapidly directed to the correct location, even when the building layout and internal circulation can make navigation challenging.

Off-Site Support & Access to Essential Documentation

With Off-Site Notifications now live within Marshal Eye, key team members who are not physically in the building can still be alerted if an incident occurs (these are standard alerts not critical). This means senior staff and responsible persons can offer guidance, oversight, or decision-making support remotely helping the onsite teams manage events more effectively.

The app also ensures immediate access to the correct documentation, meaning that no procedural step is forgotten. Evac plans, contact numbers, site maps, and emergency instructions are all available directly within the app for those who need them.

Full Debriefing & Accountability Through Timestamps

Another feature Burnley Council valued highly is our timestamped reporting. Every incident is digitally recorded. Combined with structured feedback from all participants, Marshal Eye provides a complete, accurate, and transparent debriefing trail that supports continuous improvement.
