Marshal Eye is designed for organisations to ensure they have a robust, coordinated and resilient fire response. The App is well placed to ensure the requirements of the Terrorism Protection of Premises, commonly referred to as Martyn’s Law are met for those organisations falling within the scope

It has yet to be enacted but was reintroduced by the new Labour Government during the King’s Speech in July 2024, setting the stage for its eventual passage into law.

Martyn’s Law aims to create a framework that ensures premises with certain capacities are equipped to prepare for and safeguard against terrorist attacks, thereby mitigating their impact. The primary advocate for this legislation is Figen Murray, whose son Martyn Hett was tragically killed, along with 21 others, in the Manchester Arena terrorist attack in 2017.

This legislation will apply throughout England, Wales, Scotland, and Northern Ireland. The objective of Martyn’s Law is to enhance the safety and security of public venues, protecting the public from the threat of terrorism. It will mandate that public premises and events take specific measures based on their capacity, venue size, and the nature of the activities being conducted to ensure better preparedness and protection against potential terrorist incidents.

This legislation also extends into education premises including schools, colleges and universities.

The four types of procedures that should be implemented, as deemed appropriate and reasonably practicable, are:

  1. Evacuation – the method of safely removing individuals from the premises.
  2. Invacuation – the process of guiding people safely into the premises or to secure areas within them.
  3. Lockdown – the act of securing the premises to restrict or prevent any intruders entry, or movement around a premises such as locking doors, closing shutters, or using barriers.
  4. Communication – the means of notifying individuals on the premises to help them move away from potential danger.

As the Marshal Eye project unfolded it became obvious that there was potential for extended use for the application. The infrastructure was already in place for alerting, live communications and full digital reporting. It was a great opportunity to use the application for other critical events.

When setting up the application for the first time you will have two incident types by default

which are ‘fire’ and ‘drill.’ You can now add your own incident types such as first aider required, intruder onsite or any other critical alert as you tailor Marshal Eye to your needs. Other features include adding a sound alert.

Any user can simply start an incident and select from a drop down list that you would have previously decided on during set up, such as intruder alert or lock down. This will open up the incident screen with live chat and this immediately ensures that any potential threats or emergencies are communicated quickly, allowing for a prompt and coordinated response.
